Handle "random data files" (no datapackage etc) #1160

I want to get the features of e.g. listing data files, showing tabular views of them etc that i get when i have a datapackage.json/yml.

@rufuspollock is this about the ability to preview such files when accessed directly e.g. at my-site.datahub.io/some-data-file.csv ?

First, very clear analysis 👏

I am increasingly thinking here we want to do simplest thing possible and iterate from there.

Right now that is to do nothing and only support examples with data package metadata front matter.

So we could forget about this for now basically...

Let's first get some feedback, and see how people interact with DataHub Cloud and see if this is needed
