I didn't get file:/// to work, but Mario showed me that I can simply use ./localfolder

Sorry about letting you drift into the doc folder. Those are (mostly old and out of date) white papers for some features. They don't work very well as documentation for current decker versions.

I moved some updated info about resource packs into users-guide/decker-users-guide.md, now including the various methods of referencing them.
