This PR adds:

the Brazilian Ministry of Health official Covid-19 dashboard, which has number of cases and deaths
the collaborative platform Brasil.io, which collects daily information from all of the Health Secretariats of Brazilian states. This is the only readily available source that features daily data in city-level granularity. The work is done by citizen volunteers and is open source.
