Conflict between stubby resolver and authoritative bind #3

On chaos some recursive resolving request seem to get served by bind instead of going through stubby. The solution might be to make sure stubby runs on another port than 53 if authoritative DNS serving is enabled, and configure bind as a cache in front of stubby.
