Description - what does this code do?

Removes courtesy redirect now that the agreed upon timeframe has expired
Remove routes for controller actions that no longer exist

Testing done - how did you test it/steps on how can another person can test it

Search the codebase and confirm that planning_checklist and view_toolkit are no longer in use
