User Story - DEA Monthly Allowance Rates Updated (Section 203) #485

Survivors' and Dependents' Educational Assistance Program (Section 203) Value Statement: As a System Owner, I need the Benefit Estimator on the GI Bill Comparison Tool, to display updated monthly allowance rates for Dependents’ Educational Assistance (DEA) Program

Assumptions:

  1. DEA rates are updated on Constant CSV file on Data Service System
  2. DEA constant rates are updated by EDU

Acceptance Criteria:

  1. The Benefit Estimator will display monthly allowance of $1,224 for full-time coursework
  2. The Benefit Estimator will display monthly allowance of $967 for three-quarter time
  3. The Benefit Estimator will display monthly allowance of $710 for half-time coursework

• Education Type will impact updates for Sections 107 and 501. The following Education Types will be included in Section 107 and 501: o Foreign o For Profit o OJT o Private o Public • VA don’t pay any housing for students attending any school at less than ½ time more than ¼ time. The current rules are correct • VA don’t pay any housing for students attending any school at ¼ time or less. The current rules are correct • I attached a copy of the Constant csv file with new constants and rates outlined in Red

While reviewing the DEA behavior for "College of Charleston" we noticed that the benefit estimate was not $0, even though the Enrollment time was "1/4" time. Based on our discussions it was indicated that the current formula was correct / the benefit would be 0. Is this a defect or does the DEA benefit for < 50% enrollment differ from CH33?

Attached is updated Calculator Constant

The Benefit Estimator need to display monthly allowance of $710 for less than 1/2 time but more than 1/4 time. The Benefit Estimator need to display monthly allowance of $306 for less than 1/4 time.

@ericks24 This was delivered to staging on 05/10/2019. Based on our last meeting on 05/24/2019, you indicated that testing was completed and is ready for production pending EDU communication / scheduling.
