Add chart for staffing levels

Do this for both Kayunga and Masindi districts

Data Fields

• Year
• Level (Primary, Secondary)
• Number of teachers
• Number of trained teachers (primary) or support staff (secondary)

Chart Requirements

• [ ] Add dropdown for selecting a level i.e Primary or Secondary
• [ ] The chart is a stacked column chart - Vertical Axis: Number of Staff. Horizontal Axis: Years
• [ ] Add the following series - Trained Teachers & Support Staff
• [ ] The chart should change in response to changes in the global sub-county dropdown.
• [ ] The axes should be named.
