next PR for #1090:

added FileAccess with ability to copy, delete, unpack, etc.
implement new installation logic in ToolCommandlet
fixed colored output (escaping)
added lazy loading for UrlArtifacts
added FilenameUtil with test
added missing IdeLogger.success methods
added formatDate and formatTime methods to DateTimeUtil
deleted Functions
