use devonfw-ide branch for ide-settings as default #1362

I have created a new devonfw-ide branch in ide-settings: https://github.com/devonfw/ide-settings/tree/devonfw-ide

With this story, devonfw-ide scripts and documentation should point to this new branch so we can ensure that devonfw-ide remains stable when we might do further changes in the longer future for IDEasy.
