I added forcelimit and manpower options to the province_has_building_of_group function.
I believe that every trigger and highlight in missions now uses this function to determine building status.
Most were pretty standard cases, I had to add a custom tooltip twice I think.
In general this fixes a lot of bugs where the new buildings of higher tier would not count as credit for a mission, and logic errors where you had to have EITHER 10 temples or 10 cathedrals, not a mix of these.
