At -50% development cost the event will be twice as likely to fire while at +100% development cost the event will be half as likely to fire.

Decreased mean time to happen at 0% development cost modifiers to 12 months. This increases average monarch point gain from 25 points/year to 50 points/year.

It looks like at 50 points/year, the development gained is very similar to the original on the master branch. However, the changes disconnect province count from the equation, which allows smaller nations to use development ideas and prevents exceedingly large nations from snowballing with development ideas.
Mean time to happen at 0% development cost modifiers to base development is 24 months. Or an average of 25 monarch points/year.
Removed MTTH modifiers involving prosperity and stability because they affect development costs on their own.
Enable is_mtth_scaled_to_size = yes, this will cause MTTH to be scaled up as the number of provinces their owner has increases. This means that the event is just as likely to happen for a large country as for a small one.
