Install Argo

[x] create argo namespace
[x] add argo helm repo
[x] create minio secret
[x] create slack secret
[x] create docker secret
[x] create issuer and certificate
[x] create github token secret
[x] create github gateway ingress
[x] setup github webhook for all repositories
[x] install argo-events (same namespace)
[x] apply argo workflow rbac
[x] install argo w/ custom values
[ ] install dictybase argo-pipeline
