The nomenclature for RNA types (table rna_type), modifications (table modomics), technologies (table method), and taxa (tables taxonomy and ncbi_taxa) is fixed. There is also an annotation and assembly table. These tables are "upserted" on startup. They are essential for the database setup.

For the first release, we may need to extend ncbi_taxa and available assemblies (annotation and assembly tables). See also #97 re rna_type table.
