Bug: Dashboard displaying Notice level issues #420

Issue:

We've filtered out issues classed as 'internal', as we're not asking LPAs to amend their data to "fix" these.
However, the cards on the LPA dashboard are still displaying text that suggests there's an issue, when there isn't:

This should only be counting the issues that are being pulled through to the dashboard.

Problem causing

LPAs, such as North Lincolnshire Council should not be informed of internal notice level issue

Steps to replicate:

Access North Lincolnshire Council overview page
Try and select their Listed Building dataset

Additional artefacts

The Config Manager highlights that North Lincolnshire's Listed Building has a notice level issue

Tasks:

[ ] Investigate why this occurs

I think this will be resolved by https://github.com/digital-land/submit/pull/475 (see examples in PR description)
