Add Google Analytics

Overview Google Analytics will allow us to gather quantitative measurements of user behaviour that we cannot access through logs or SmartLook.

This is motivated by:

• OKRs requiring us to measure traffic
• Analytics data could feed into user research

Tech approach There is already a cookie acceptance bar on planning.data.gov.uk.

Acceptance Criteria

• Google Analytics is tracking users who accept cookies
• Google Analytics is not tracking users who reject cookies

@DilwoarH need to check the following with you. We have a GA account set up for planning.data.gov.uk . Would this also capture submit.planning.data.gov.uk or will we need a separate account for this?
