LPAs are required to review their brownfield land data each year, and update their brownfield land register.
They can use the Submit service to check and submit their data.
The service should inform them that this needs to happen.
https://github.com/digital-land/submit/issues/616 will add a notification banner to the dashboard to highlight this to users, but we should update the dataset card for brownfield land to make this clear there too.
Acceptance criteria:
As a data provider, when our brownfield land data needs to be updated, the dataset card on the dashboard displays some text telling us that we need to update the dataset.
