export application data to CSV #1752

Is your feature request related to a problem? Please describe. It will still take some time before the Freinet interface #1751 is ready, and at the same time there are cities and districts that do not rely on Freinet for master data management but use a different system. It should also be possible to export applications in a machine-readable format. Currently this is only possible as a PDF.

Describe the solution you'd like It should also be possible to download each application in csv format at the touch of a button.

Additional Context We already have a "Download PDF"-Button, so maybe it is useful to ask @hauf-toni for a design to merge both functions into one button/menu.

We already have the csv export feature for nuernberg. Check and reuse this functionality. I think there is no need for a re-design.
