Optionally check the topic (or custom topic field if specified and using questions) and instead of immediately creating the ticket when the form is submitted, reply with an ephemeral embed that lists potentially relevant tags (and their truncated content), like an FAQ, maybe some kind of paginated menu.
The embed would have a button to continue to create the ticket and a button to say the problem is solved (and not create the ticket), which could update the tag row in the database with a counter for how many tickets it has prevented.
