Events from api - Githubissues

Need a backend working in feat364-comm-3d branch to test new features:

Server send events from API for modify/modify-layer/modify-tag and delete/delete-layer/delete-tag
CLI doesn't send modify & delete messages
Modifications made in APP are now visible in 3D if the object is already drawn
