Parse and use <description> from errors.xml, prefer over <title> #19

We want to put the <description> from errors.xml where we now use <title> in right click messages, but also keep <title> in the json for the list of errors that may be disabled.

closed in a73e9e588202b1688c3b04da758b58d041518cda + cd7d11b7cb4a9de5a8ae907003f0b75565cb346c for libdivvun's part; gtweb is updated to use it and http://gtweb.uit.no/gc/ seems to dtrt. LO still needs updating to use <title> in preferences.
