Admin should be able to edit a user's comment #209

As an admin, I see a comment from a user that is fine except for some minor aspect (language, maybe?). I want to be able to make the edit then approve it.

Should be able to comment before or after approval
The comment view should say it's been edited
The admin should be able to say why it's edited (and this is part of the view)
