Currently a slice overlap can be specified in a processing order, but it is not honoured, when jobs and job steps are generated. The slice overlap calculation shall be added to job planning as specified in the data model.

Orbit determination for time slice orders shall be based on the adjusted start time (i. e. including overlap).

Implemented and tested with attached processing order (rename extension to "json").
