Base Libraries: Change base image to Eclipse Temurin #194

Currently all prosEO microservice images are built FROM openjdk:11. Since this image has been deprecated due to Oracle's new licensing requirements, the Dockerfiles shall be changed to FROM eclipse-temurin:11.

Actually now the base image shall be FROM eclipse-temurin:21.
