Data Model: Add property to enable/disable `ProductArchive` objects #211

Currently all ProductArchive objects in the database will be checked, whenever an LTA retrieval is initiated by the AIP Client. It would be desirable to have a functionality, with which ProductArchives can be enabled and disabled.
