Attacking without a target shows a chat card, without rolling the dice or showing the DCV you can hit. It should roll the dice with OCV and other modifiers, showing the DCV value you can hit. I realize the range penalties, and potentially other modifiers will be missing. Not sure we need a popup about a missing target. Perhaps the chat card can highlight a missing target.
Other considerations:
If a target is select (but not targeted), use that as the implied target.
Rework Apply Damage to allow re-selecting targets
Review how PF2e does this, they have a slick way to change targets after the to hit roll.
