Attack with no range is against a 0 DCV in 6e. Failure means it likely failed to go off and doesn't shift the template as usual. In 5e it's against the hex (or so it appears), so DCV 3, and arguably, based on the RAW, can shift.
Attack against something with a lower DCV than 3 can use the lower DCV.
