BlockDownloadVerify agent not caching TFC rules - PHEDEX_4_1_3 regression #1006

Reported by T1_US_FNAL_Buffer admins:

The BDV agent is querying t_xfer_catalogue on every test to fetch the TFC rules.

This had been fixed in PHEDEX_4_1_1 enabling TFC rule caching: https://github.com/dmwm/PHEDEX/commit/16541bc7faeb1743214281cc95a118388aa1316b

But this change from PHEDEX_4_1_3 reverted the fix: https://github.com/dmwm/PHEDEX/commit/d3d0a773a3036fdcf3bc492489c026dfca5e8c07#diff-13df6c3482ad8e8d76f6f84da4fd56a7L51

Probably affects all site agents, not just BDV.

PhEDEx agents 4.1.7 released with fix on Oct 22nd. Patch tested successfully at T1_US_FNAL. Verified that issue is exclusive to BDV agent, doesn't affect other agents.
