Migrate Daily Reports from AFS to EOS #1048

Currently the Daily Reports https://cmsweb.cern.ch/phedex/prod/Reports::DailyReports are taken from /afs/cern.ch/cms/aprom/phedex/DailyReports

CERN IT is planning to retire afs in a couple of years.

We should use a new shared area for the reports (e.g. EOS), and change to use the new area:

The AFS migration schedule is more clear now: experiment areas are to be migrated before Run 3, the same time frame as for migrating PhEDEx to Rucio. Reports files need to be migrated to EOS ( AFS replacement) first, here is a ticket to track: https://its.cern.ch/jira/browse/NOAFS-641 , then cut a new website release for a new location.
