Fix links to static content; move static docs away from afs

Most links to static pdf/ppts in these pages give error:

https://cmsweb.cern.ch/phedex/documents.html https://cmsweb.cern.ch/phedex/presentations.html

The link is redirected to a link in the backend, that times out, e.g.:

http://vocms0136.cern.ch:7101/phedex/Documents/DataTransfer_Integrity.05.2007.pdf/

The links should be fixed or removed. In the process, the static documents served from /afs/cern.ch/cms/aprom/phedex/Documents should also be migrated away from afs to some other shared area
