Show default value for staging latency in FileRouter help #1106

The help for new --staging-latency option introduced in 4_2_2 release should also show the default value. Current release code: https://github.com/dmwm/PHEDEX/blob/PHEDEX_4_2_2/Toolkit/Infrastructure/FileRouter#L14-L15 Needs to be fixed in master branch.

Default is defined in https://github.com/dmwm/PHEDEX/blob/PHEDEX_4_2_2/perl_lib/PHEDEX/Infrastructure/FileRouter/Agent.pm#L48 as 7*24*3600 (7 days).
