Integrate Brian's tools to PhEDEx distribution

I've wrapped up the latest bugfixes and new functionality into a new
release: Phedex Tools v0.3.0. Installation directions are on this page:

Short installation directions: 1) Untar 2) As root: "python setup.py build install"

Also on that page, there are fairly thorough directions on how to use
the retransfer.py tool. Others - undocumented on the web, but with
decent "-help" descriptions - include:

• dcache_retransfer.py: Does detection of broken files in dCache
  (file in PNFS but with no replicas on disk), and triggers an
  automatic retransfer of CMS files in Phedex.
• pnfs_tester.py: Detects broken files in dCache and prints them out
  on the screen
• cooloff.py: Prints out all the files in the cooloff state for a
  certain Phedex node.
• tfc_tester.py: Tests the mapping rules for conversion from PFN to
  LFN or LFN to PFN.
• retransfer.py: Trigger retransfer of either partial datasets (file- by-file), or an entire dataset at a time.

I'd love to hear feedback as well as feature requests. Enjoy!

These are now deployed and packaged. There is some further work to be done in web based plotting using the GraphTool, but this part is complete. Closing.
