By integrating the PreviewRequestData API with the request page, a site admin can easily see if a request already exists for that same data.
However, in order for the preview to be up to date, it must be made at the verified at the time the 'approve' button is clicked. Otherwise there is a race condition with two overlapping requests, if the data-manager opens two tabs and then looks to see if the requests should be approved or not.
