Update documentation for Move requests #985

Hi Tony,

the following twiki needs to be updated for the new features in PhEDEx 4.1.4

https://twiki.cern.ch/twiki/bin/view/CMS/PhEDExDevDocsPolicy

Most notably, it should say that Move requests to/from T1 Disk are now allowed.
