Extend StorageConsistencyCheck to accept same input format as spacemon #991

StorageConsistencyCheck (SCC) script can process a list of LFNs (or PNFs by stripping everything before /store).
Sites are now asked to routinely provide storage dumps for space monitoring. The dump contains PFNs, file size, etc. The SCC script should be able to filter out the required information from the dump for space monitoring.
