Deprecate obsolete groups in PhEDEx #996

Hi,

opening ticket to track deprecation of the PhEDEx groups that have been osoleted by DDM.

Technically this is done simply by renaming group xyz to deprecated-xyz

The ticket is to discuss with CompOps which groups should be deprecated, and when.

I suggest to leave these groups until the end of the year, effectively disabling them by software, where any data found in that group is move the 'AnalysisOps' automatically by the DDM agents.

By the end of the data taking I would remove those groups so no more subscriptions can be made.
