Add cecil projects to sln #3188

This fixes building in VS on my machine.

It still looks like VS is placing cecil artifacts into the wrong directory - but this is also the case when doing dotnet build external\cecil\Mono.Cecil.csproj, and happens even before this change. I'll treat that as a separate issue.
