Update Microsoft.NET.Test.Sdk version #3224

Fixes https://github.com/dotnet/linker/issues/3062.

This updates NewtonSoft.Json to 13.0.1 by using a newer version of the Microsoft.NET.Test.Sdk. First I had to do a manual arcade update (using darc update-dependencies) to fix the build.
