Move version configuration into the repo #29

At the moment we're using repository variables, which require anyone who clones the repo to manually configure them all which is quite annoying.

We should figure out how to store the versions in the repo, in a way that can be easily read by the actions. An extensible format should be used so we can later add info such as upstream website URLs and licence info etc. to aid with creation of manifests.
