Add winflexbison to all-deps #6

Mostly because choco is so slow. But it's also a step towards reproducible builds.

Requires WINFLEXBISON_VERSION to be set in the repo variables.

Oops, this requires a prerequisite PR, I'll open that in a second.

This requires #7 to be merged first (I've now included a merge commit for that PR, but this should be rebased before merging). Otherwise the installed flex/bison won't be found.
