bot plays sit anim forever after sitting on ground #21

1. /sit   with no prims around
2. /stand

EXPECTED: Animation stops
OBSERVED: cross legged sit anim continues

3. walk a ways away and TP the bot

EXPECTED: Bot comes
OBSERVED: headsign moves, bot does not

versions:
Region (root) # show version
Version: OpenSim 0.7.3 RC2                 (interface version 7)
