test_transfer_vn.py hangs on test_db_full

test_transfer_vn.py never ends test_db_full in some cases. Observations:

it works if transfer_vn is called directly from bash, and then tox is run
when it hangs, it seems to start with only 1 process doing some CPU and then is goes to 0% CPU
