MosaikText conversion to .bed file is 1-based and should be 0-based #70

What steps will reproduce the problem?
1. Fix the output in .bed format

What is the expected output? What do you see instead?

Expected a 0-base .bed file, and the starting position is not in 0-base, but is 
in 1-base.

What version of the product are you using? On what operating system?

MOSAIK 1.0.1388

Please provide any additional information below.

The bug has been fixed in 1.1.0017.
