Circular import error #669

In the last refactor we introduced an import error:

>>> from dwave.cloud.exceptions import ConfigFileError
...
ImportError: cannot import name 'ConfigFileReadError' from partially initialized module 'dwave.cloud.exceptions' (most likely due to a circular import)
