translate ShieldSymbolizers #3

rewrite ShieldSymbolizers to TextSymbolizers with shields.

this one might be a little tricky, I don't know if GeoTools' shield support allows shields with no associated label, and the Mapnik styles put the shields in separate rules from the labels.
