add settings to control default tab and sorting of tabs

not sure if i will add this, as i dont need it, if it gets attention ill look into adding it. at the moment it always defaults to "All" , im pretty good with this but i can see how other might want to change it.

the sorting of the tabs i might add, for my own use i would prob just move the tabs around inside the code, but i can see how some might get very annoyed during updates if there tabs moved

I've been using this plugin for a long time now, but for long issues it's not practical to have the 'all' as default.

I believe https://github.com/Mutant/redmine_issue_history_tabs puts the comment tab first, getting rid of initial clutter, leaving the user to select the 'all' tab or another tab if needed. I'm gonna switch plugins and see if I like it :-)

Hey @KoenBoone the current version of this plugin is set to show the comments tab first. If u want to change the order on what gets default first you can edit ln21 https://github.com/markedagain/redmine_issue_detailed_tabs_time/blob/master/lib/issue_detailed_tabs_time_issues_helper_patch.rb#L21
