Dear "sembu-eproc", I thing that your definition is better than the one originally provided, but could still be improved if we replaces "contracting authority" by "procuring entity" as this would be aligned (i) to the OCDS entity representing contracting authorities and other contracting entities (as specified in Directive 2014/25/EU) and (ii) to as the ePO Conceptual. The definition would then read as follows:
"A tender that is judged by the contracting authority as abnormally low related to works, supplies or services that have been based on technically, economically or legally unsound assumptions or practices."
FINAL DECISION:
After discussion, the majority of the members of the Working Group has decided that the final definition for "Abnormally low tenders" will be the following:
"A tender that is judged by the contracting authority as abnormally low related to works, supplies or services that have been based on technically, economically or legally unsound assumptions or practices."
No Working group member agreed on anything the reference to the indicator is unnecessary as this is the concept of the ontology and not the definition of the eForms

This was a very old example that we produced in the private GH for you to understand how the management of the issues was being proposed.
Please close this issue. The issues in the private GH are not being replicated in the public GH.
The definition for the concept "Abnormally low tenders" reads now:
"There are one or several bids with unexpected cheap prices."
My proposal:
"A tender that is judged by the contracting authority as abnormally low related to works, supplies or services that have been based on technically, economically or legally unsound assumptions or practices."
