Append policy objective in all the link on themes in the homepage

All the themes links on homepage should add the policyObjective:

• Low-carbon economy
• Climate change adaptation and risk prevention
• Environment protection and resource efficiency

This is the filter that we need to append: &policyObjective=Greener,-carbon-free-Europe

Also on https://kohesio.ec.europa.eu/en/themes for all themes policy is not there in the URLs...

but caution, policyObjective is not always "Greener,-carbon-free-Europe" on that page...

Mostly fine but now there is a display issue with "Technical assistance" and "React EU" on https://kohesio.development.ec.europa.eu/en/themes

Compare with https://kohesio.test.ec.europa.eu/en/themes where it's fine

One more thing: the theme filter is not always reset event after clicking "Reset filters".

Steps to reproduce:

• Go to https://kohesio.development.ec.europa.eu/en/projects
• Select one policy such as "Greener,-carbon-free-Europe"
• The themes in the dropdown are adapted as expected (only showing 3 out of 13)
• Click "Reset filters"
• Policy is blanked down (as expected) BUT the themes are not reset, we still show only 3! We should go back to 13 in that case.
