At the moment the telemetry system is local to each node. The health-status mechanism allows data to be collected by the ε-ORC. Thus, the two mechanisms are complementary and non-overlapping.
One option to make them converge is to convey the info collected by the telemetry system on events via the health status messages from the nodes to the ε-ORC.
