Regarding SDWA violations, I like the health-based v other differentiation. Not all violations are equal. Given that the vast majority of people served get their water from a PCWS, I would suggest separating the PNCWS from the PCWS. It is important to know whether a corner store has bad water, but that will affect far fewer people than for a PCWS violation.
