Explicitly specify encoding for loading database #56

To prevent the yaml loader guessing the wrong encoding, which produces UnicodeDecodeError, explicitly specify utf-8 encoding when loading the database.

The build pipeline appears to be broken. Attempting to fix, ticketed as issue 57. UPDATE: Build pipeline is now fixed, merging changes now.
